Hemsley opened with an apology for the state of the health system, said UnitedHealth negotiated nearly $300B in discounts for customers last year, and put forward eight policy asks including broader consumer choice, standardized broker compensation, lower HSA thresholds and drug patent reform. He also said UnitedHealthcare would voluntarily eliminate and rebate its ACA individual-market profits for the year.
