79% of Microsoft's New Gulf Pledge Was Already Announced in November

Microsoft pledged 'more than $10 billion' across four Gulf states to 2030. $7.9 billion of that was its November UAE pledge; about $2 billion is new money.

On 23 September Brad Smith wrote that Microsoft plans to "invest more than $10 billion in capital and operating expenses between now and 2030" across Kuwait, Qatar, Saudi Arabia and the UAE. Reuters led on the $10 billion; Bloomberg's headline was "Microsoft Pledges to Spend Additional $2 Billion". They nest.

Microsoft published the inner one on 3 November 2025: across 2026 to 2029, "we will spend more than $7.9 billion in the UAE". $7.9bn ÷ $10bn = 79% of this week's headline, in one country, announced ten months ago, leaving about $2.1 billion new. Both sides are floors, so the split is approximate, and part of that UAE window is already spent.

That is capex and opex, not capex alone; Smith told Reuters it covers "build-out of infrastructure and also the expansion of operations". Microsoft paid $35.802 billion for property, plant and equipment in the quarter ended 30 June 2026 alone: $10bn ÷ $35.802bn = 27.9% of one quarter, for four countries over four years.

Microsoft will not publish a country split, citing security; one would change this. Its separate "more than $400 million" for connectivity sits beside the $10 billion, not inside it.

Microsoft strengthens its Middle East commitment — 23 September 2026

Microsoft's own figures — the $10 billion, the $400 million, the 2030 window and the $7.9 billion — are from Brad Smith's posts of 23 September 2026 and 3 November 2025. The build-out quotation and the withheld split are Reuters'; the additional-$2-billion framing is Bloomberg's headline the same day. Both divisions are ours.
